What Defines This Vessel Type?

A bulk carrier is defined under SOLAS Chapter XII Regulation 1 as a ship constructed with a single deck, top-side tanks and hopper side tanks in cargo spaces, intended primarily to carry dry cargo in bulk. This definition captures Handysize, Supramax, Panamax, Kamsarmax, Capesize, and VLOC categories.

Survey Schedule

Harmonised System of Survey and Certification (HSSC) Most surveys are aligned under the HSSC (IMO Res. A.1053(27)). Renewal surveys are due at 5-year intervals with annual or intermediate surveys in between. Three-month windows apply for annual surveys.

Annual Survey — Safety Construction

Carried out each year (within 3-month window of anniversary date). Hull, machinery, equipment, fire safety systems, and load line condition examined. Any outstanding class conditions must be resolved.

Annual Survey — Safety Equipment

LSA and fire-fighting equipment inspected annually. EPIRB, SART, immersion suits, lifeboat release systems, and pyrotechnics verified. Service intervals must be confirmed.

Intermediate Survey — ISM/ISPS/MLC (2.5 Years)

SMC, ISSC, and MLC certificate intermediate verifications conducted between 2nd and 3rd anniversary. Internal audit records, drill records, and corrective action register reviewed.

Does SOLAS Chapter XII apply to all bulk carriers?+
No. SOLAS Chapter XII applies specifically to bulk carriers of 150 metres in length and upwards, engaged on international voyages. Smaller bulk carriers are still subject to other SOLAS chapters, but the specific Chapter XII structural requirements (including hatch cover integrity, flooding detection, and transverse watertight bulkhead requirements) apply at the 150m threshold.
Is EEXI applicable to bulk carriers below 5,000 GT?+
No. The Energy Efficiency Existing Ship Index (EEXI) under MARPOL Annex VI Regulation 23 applies to ships of 400 GT and above, however the Carbon Intensity Indicator (CII) rating system under Regulation 28 applies to ships of 5,000 GT and above. Bulk carriers between 400 GT and 4,999 GT are subject to EEXI but not CII reporting. The SEEMP Part III (CII improvement plan) requirement is linked to CII applicability.
What training is specifically required for bulk carrier crew?+
STCW Section A-V/1-1 requires masters, officers, and ratings with designated safety duties on bulk carriers to receive approved training and familiarisation. This includes cargo handling and stowage procedures, structural limitations, cargo liquefaction hazards, enclosed space entry, and emergency procedures. The specific requirements were introduced under the 2010 Manila Amendments and applied to ships on or after 1 January 2012.
When does MLC 2006 apply to bulk carriers?+
MLC 2006 applies to ships of 500 GT or above operating on international voyages, and to all ships of 200 GT and above operating internationally (for certain standards). The full MLC Certificate and DMLC are required for ships of 500 GT or above. Ships between 200 and 499 GT may not require the Certificate but must still comply with applicable MLC standards. Flag states may extend MLC applicability below 200 GT at national level.
What is the IMSBC Code and when does it apply to bulk carriers?+
The International Maritime Solid Bulk Cargoes (IMSBC) Code became mandatory under SOLAS Chapter VI from 1 January 2011. It classifies solid bulk cargoes into three groups: Group A (cargoes that may liquefy), Group B (chemical hazard), and Group C (neither A nor B). All bulk carriers loading Group A, B, or C cargoes must comply with the applicable sections of the IMSBC Code, including cargo information, stowage requirements, and segregation rules. Cargo information certificates and moisture content declarations are required for Group A cargoes.
What is the enhanced survey programme (ESP) for bulk carriers?+
The Enhanced Survey Programme (ESP) under SOLAS Chapter XI-1 Regulation 2 requires enhanced inspection and thickness measurement of the hull structure of bulk carriers. It applies to ships of 500 GT and above over 5 years old. Extended NOx Tier III requirements to cover Baltic Sea, North Sea, North America, and US Caribbean Sea ECAs for ships with keel laid on or after 1 January 2021. Engines must comply with IMO NOx Technical Code Tier III standards. NOx Technical File must be updated.

MLC 2006 Amendments — Standard A4.2 Medical Expense / Abandonment Insurance
Approved ILO amendments to MLC Standard A4.2 and Guideline B4.2 regarding financial security for abandonment and personal injury cases. All MLC-applicable ships must confirm adequate P&I cover and update DMLC Part II. Certificates may need re-endorsement before 1 July 2026.

Hong Kong Convention — International Convention for Safe and Environmentally Sound Recycling of Ships
The Hong Kong Convention entered into force globally on 26 June 2025. Applies to ships of 500 GT and above. Ships must carry an Inventory of Hazardous Materials (IHM). New ships built after entry into force must comply from keel-laying. Existing ships have 5 years to comply (by 26 June 2030).

DNV — Revised Rules for Bulk Carriers: Hatch Cover Strength Requirements (2025 Update)
DNV issued updated class rules for hatch cover strength and weathertightness testing for bulk carriers. New unified calculation methods aligned with IACS UR S21A. Applies to newbuildings from 1 July 2025. Existing vessels subject to enhanced inspection at next Special Survey.

GHG Fuel Standard — IMO Net Zero Framework (MEPC 83 Outcome)
IMO MEPC 83 agreed a medium-term GHG reduction framework including a global fuel standard (GFS) and economic correction mechanism. The exact binding requirements are expected to be formally adopted at MEPC 84 with entry into force targeted for 1 January 2027 for vessels above 5,000 GT. Operators should begin fuel transition planning now.
